One of the biggest problems it identified earlier this year was a practice known as cuckooing where gangs of drugs dealers from cities like London, Manchester and Liverpool are sending couriers to small communities.
And vulnerable people in those communities are being exploited by the gangs as their homes become drug dens for dealing in the class A substances. Their homes are taken over, and they are encouraged to deal or let others deal from their homes.
